If he wants it for $100 he can't offer $100 because he expects you to counter in increments down while at the same time he will rise. At the same time he doesn't think you're going even consider his offer but wants to wind up in the middle.
 
I usually just decline without comment...except for that one time the guy came back again EVEN LOWER...then I declined with a message very clearly telling him to go away...

Eh, I tried playing along with that line of thinking and countered with a number somewhere in between and they all declined with out any follow up offers. There's a ton of bottom feeders on reverb just looking to stock their store or flip stuff on the cheap

Pretty much this. We've all known that guy, right? I had a friend that used to lowball all kinds of stuff on CL and eBay (not a musician). He mostly got rejected, but occasionally he'd get a great deal on something. So I guess, like hitting on women at the bar, it's a bit of a numbers game....but a game that is played mostly by jerk-ish folks. :shrug:

People don't want to just get laid anymore? Seems like in the situation you describe everyone would be on the same page.
 
I would just add that many sellers have absolutely no concept as to the value of their item. If you price your item fairly, I may offer in such a way that translates to free shipping.

If you are listing a $1000 guitar for $2000, then I think that an offer of $1000 is reasonable (though ultimately pointless).
