It's clearly transparent. In some places.

The Mary Kay finish from Warmoth will flake kinda like that if you aren’t careful when drilling.

Usually it's because the wood wasn't prepared right before finishing. It may have been an excessive amount of solvent to clean the wood or just bad adhesion. There are several reasons and it can happen randomly.

In my experience, guitar warranties are often meaningless. I had a brand new Gibson LPDC that developed a finish issue. I brought it to an authorized Gibson service center to have them validate the claim. They agreed that it was a problem and sent pictures to Gibson. Gibson demanded that I ship the guitar to them and pay shipping both ways before they would agree to the claim. At the time, it was a minor problem that had the potential to turn into something like this. I said screw it and sold the guitar for the price I paid.
 
If i had to guess i'd say this was a clear finished instrument someone tried to paint...very badly.
 
Not a tele fan but other than the finish it looks to be in pretty good shape. I would not buy it for that price but if you could get a good deal it looks like you could disassemble it and remove the finish fairly easily, then just refinish the wood itself.
 
Considering there's not exactly a shortage of those 06-08 MIM teles, that price is wack.
That's some serious de-lam of the finish. From the huge scorch mark in the lower bout & the picking away at the back of the body, I'm gonna guess someone tried to strip it with a heat gun and gave up. It could have started w/ some factory induce finish failure...who knows. Transparent white was definitely a factory color for those
