Yeah, it’s pretty much in the non-functional position.
It still has an effect when horizontal but not the effect that a spoiler is intended to have. In that position it’s just causing turbulence in front of the grill.

The intent is to deflect air from going under the car, and push it over the car. That causes a difference in air pressure and helps keep the car on the track.

Note: as I described that, I realized that some would call it an air dam or a splitter.
