Seems like you would need to know the radius of the wheel to know how fast it's rotating in comparison to the frame's forward motion.
Only for the angular velocity. For the linear velocity illustrated at each point, the speed of the bike - not the size of the wheel - is the only thing that matters.

If we were driving a truck down the road with a catapult in the back.... and we drove at 62mph (100kph) and then we launch you from the catapult to propel you out in front of the speeding truck.... would you like to know how fast you are hitting the ground before rolling to a stop and the truck running you over? :helper:
